No podrán adquirirse ni emplearse divisas que se negocien en el mercado libre para el reembolso de capitales extranjeros registrados en el mercado intermedio inclusive la reinversión de utilidades, ni para girar al Exterior sus utilidades. El reembolso de dichos capitales y reinversiones y transferencia de sus utilidades podrán hacerse únicamente por el mercado intermedio, dentro de los límites y condiciones señalados en los artículos 22 y 23.
