Conforme con lo dispuesto por el artículo 360 y 361 de la Constitución Política, la presente ley tiene por objeto determinar la distribución, objetivos, fines, administración, ejecución, control, el uso eficiente y la destinación de los ingresos provenientes de la explotación de los recursos naturales no renovables precisando las condiciones de participación de sus beneficiarios. Este conjunto de ingresos, asignaciones, órganos, procedimientos, y regulaciones constituye el Sistema General de Regalías.
