En las superintendencias y unidades administrativas especiales, la ordenación de gasto y demás actos propios de la ejecución presupuestal corresponderá ejercerlos al Ministro o al Jefe o Director de Departamento Administrativo al cual estén adscritas, salvo disposición legal, en contrario.
