Artículo tercero. Declárase vigente para la República de Colombia, desde el 19 de septiembre de 1976, el "Convenio de Intercambio Cultural entre la República de Colombia y Nicaragua", suscrito en Bogotá el 13 de febrero de 1969, aprobado por la Ley 66 de 1973 y efectuando el Canje de los Instrumentos de Ratificación el 19 de agosto de 1976.
