La Secretaría Técnica del Órgano Colegiado de Administración y Decisión estará a cargo del Departamento Administrativo de Ciencia, Tecnología e Innovación (Colciencias), el que se encargará de proporcionar la infraestructura logística, técnica y humana requerida para el funcionamiento del órgano colegiado, así como convocar a sus miembros. La Secretaría Técnica tendrá a su cargo la relatoría y elaboración de actas de las sesiones del órgano colegiado.
