Los recursos propios del Fondo Nacional de Regalías harán parte del Presupuesto General de la Nación e ingresarán a la Tesorería General, la cual, dentro de los diez (10) días siguientes a su recibo, deberá girarlos a favor del Fondo Nacional de Regalías y su manejo estará a cargo de la Comisión Nacional de Regalías. El no giro de estos recursos, dentro del término aquí fijado, será causal de mala conducta.
