Las propuestas hechas en la licitación serán enviadas en pliego cerrado y sellado al Departamentos el que hará la adjudicación. Los proponentes constituirán ante el respectivo agente de compras una fianza de quiebra equivalente al 5 por 100 del valor de los artículos a que se refiere la licitación; fianza que responderá también de que hará la entrega conforme el pliego de cargos.
