Artículo cuarto El Departamento Nacional de Provisiones continuará rigiéndose por la Ley 109 de 1923, y por el Decreto reglamentario 251 de 1937. En consecuencia, no le son aplicables las disposiciones sobre contratos administrativos de los Decretos legislativos números 2927 de 1954 y 351 de 1951, ni las del Decreto-ley 341 de 1960.

Parágrafo

Los contratos a que se refiere esta artículo, celebrados con anterioridad a la fecha de vigencia del presente Decreto y que no hubieren sido sometidos a la aprobación del Consejo de Ministros y ulterior revisión del Consejo de Estado, no requerirán para su validez de tales requisitos.
