La ley penal colombiana se aplica tanto a los nacionales como a los extranjeros que, fuera del territorio de la República, cometan un delito contra la seguridad interior o exterior de ésta, y a los que falsifiquen moneda que tenga curso legal en Colombia, o documentos de crédito público colombiano, papel sellado o estampillas de timbre nacional.

Cuando se falsifiquen monedas extranjeras que tengan curso legal en Colombia, se aplica la ley colombiana si se destinaban a ser introducidas al territorio nacional.
