º Lo dispuesto en el artículo anterior se hará efectivo aplicando a las ofertas de personas extranjeras y a las nacionales consorciadas con extranjeras, un recargo del veinte por ciento (20%) sobre el valor total de sus propuestas. El producto obtenido será la cifra que sirva de comparación para efectos de determinar cuál de las ofertas entre extranjeras y colombianas exclusivamente es la más favorable por factor precio.
