º En desarrollo de la disposición contenida en el artículo 4º de la Ley 76 de 1941., cuando deba tener lugar la reunión de un Congreso de Mejoras Públicas, el Gobierno concederá a la Sociedad de Mejoras de la ciudad donde tal Congreso haya de reunirse, dentro de las prescripciones reglamentarias de los Decretos 1700 de 1939 y 584 de 1940, franquicia postal y telegráfica esta última con límite de 50 palabras por cada telegrama, para todo lo relativo a la preparación, organización, celebración y propaganda del Congreso. La franquicia regirá desde sesenta días antes de la fecha señalada para la reunión del respectivo Congreso, hasta treinta días después de la clausura del mismo.
