El Gobierno, a través del Ministerio de Minas y Energía, tendrá, además, competencia para otorgar licencia previa de funcionamiento, a las personas distribuidoras de petróleo y sus derivados y para declarar la saturación o inconveniencia de construcción de estaciones de servicios y plantas de distribución en determinadas áreas urbanas o geográficas del país.
