Articulo 7º. Los vales de manumision serán entregados al individuo que haya presentado los certificados respectivos. Este firmará el recibo en el talón del vale, espresándose, si no fuere el propietario del esclavo, que lo hace por su re- comendacion, endozo o poder, que debe presentar a la Tesoreria jeneral. De estas recomendaciones, endozos o poderes se hará un legajo para que en todo tiempo haya constancia. Cuando la remisión de los certificados se haga por medio de un Gobernador, los vales se dirijirán a este en pliego certificado, para que los entregue a los interesados bajo el competente recibo, que enviará a la Tesoreria jeneral inmediatamente que lo obtenga.
