Las personas que se propongan organizar una de las empresas mencionadas en el artículo anterior deberán obtener, previamente, el certificado de autorización de la Superintendencia Bancaria, como requisito indispensable para ejercer actividades. Tal certificado de autorización se concederá siempre que se cumplan las exigencias contenidas en la presente Ley y que el Superintendente Bancario se cerciore, por los medios que estime pertinentes, si el carácter, la responsabilidad e idoneidad de las personas que participen en la operación son tales que inspiran confianza y si el bienestar público será fomentado.
