Artículo segundo. El Gobierno emitirá, por cada desembolso que el Banco Central Hipotecario haga en virtud de lo dispuesto en el artículo 2° del Decreto legislativo número 521 de 1967,una serie de diez (10) pagarés de igual valor con vencimientos escalonados y sucesivos de un año para el primero, y hasta de diez años para el último, pero el Gobierno podrá amortizarlos en cualquier tiempo si así lo estima conveniente. Estos, pagarés devengarán intereses a la rata del ocho por ciento (8%) anual, pagaderos por trimestres vencidos sobre los saldos de capital insoluto.
