La Corporación tendrá como finalidad principales las de promover y encauzar el desarrollo económico de la región comprendida bajo su jurisdicción, atendiendo a la conservación, defensa, coordinación y administración de todos sus recursos naturales, a fin de asegurar su mejor utilización técnica, y un efectivo adelanto urbanístico, agropecuario, minero, sanitario e industrial, con miras al beneficio común para que en tal forma alcance para el pueblo en ella establecido los máximos niveles de vida.
