El fondo Rotatorio de Estupefacientes de que trata la Ley 36 de 1939, estará encargado de realizar las operaciones financieras para la importación, exportación adquisición y ventas de drogas, materias primas y sustancias que producen dependencia física o síquica. Con cargo a sus recursos el Fondo financiará programas de prevención, control y asistencia en material de fármaco dependencias, conforme a las políticas que señale el Consejo Nacional de Estupefacientes.
