Los miembros de la Junta Directiva distintos de los Ministros o sus delegados y el Director del Instituto tomarán posesión de sus cargos ante el Ministro de Educación Nacional. corresponderá al mismo funcionario la expedición de las certificaciones sobre la calidad de los miembros de la Junta.
