El Gobierno nacional definirá y reglamentará la instancia de articulación interinstitucional, con el fin de facilitar la coordinación entre el nivel nacional y territorial para la efectiva implementación y seguimiento del Programa Nacional de Pago por Servicios Ambientales (PN PSA). Así mismo, estará facultado para expedir las normas reglamentarias a que haya lugar, para la implementación del Programa Nacional de Pago por Servicios Ambientales (PN PSA).
