En el Presupuesto de las vigencias siguientes a la expedición de esta Ley, y por el término de diez (10) años, se incluirán las partidas necesarias para su cumplimiento, a razón de treinta millones de pesos ($30.000.000) en cada vigencia, hasta completar las sumas de que tratan los artículos primero y segundo.
