Articulo 8º. Con los fondos de manumision existentes, i a mérito de las órdenes libradas por el respectivo ordenador, que lo es el Secretario de Relaciones Esteriores o sus delegatarios, serán pagados en cada provincia, i en dinero, las deudas contraidas por dichos fondos ántes del dia de la publicacion de la lei de 21 de mayo último.
