Los actos administrativos que realice el Fondo para el cumplimiento de sus funciones, salvo en disposición en contrario están sujetos al procedimiento gubernativo contemplado en el Decreto 2733 de 1959. La competencia de los jueces para conocer de ellos y de los demás actos, hechos y operaciones que realice se rige por las normas del Decreto 528 de 1961 y demás disposiciones sobre la materia.
