Todos los empleos permanentes u ocasionales de la Junta de Conversión, inclusive los la Oficina de Cambio establecida en Bogotá, serán provistos por ella misma, pero los nombramientos se sujetarán a las condiciones y requisitos que exige Código Fiscal para la provisión de cargos de manejo. La creación de nuevos empleados y sus asignaciones las hará la Junta de acuerdo con el Ministro del Tesoro.
