Llegado un Ministro a la capital, dirigirá al Ministerio de Relaciones Exteriores una nota, avisando la fecha de su llegada y solicitando que se le fijen el día y hora para ser recibido en el Ministerio en visita de cortesía, y que se le señalen día y hora para ser recibido en audiencia solemne por el Excelentísimo señor Presidente de la República. Con esta comunicación enviará copia de sus credenciales.
