El Consejo Nacional de Estupefacientes contará con un Fondo Rotatorio de Prevención, Represión, y Rehabilitación, que tendrá personería jurídica, patrimonio propio y autonomía administrativa, que estará dirigido y administrado por el Viceministro de Justicia y cuya estructura, organización y funcionamiento serán determinados por el Gobierno Nacional previo concepto del Consejo Nacional de Estupefacientes.
