La elaboración de los vinos nacionales de frutas solo podrá efectuarse en las fábricas que reúnan las condiciones higiénicas determinadas por el Ministerio de Higiene, y que están provistas de patente de sanidad. Desde la vigencia del presente Decreto el Ministerio de Higiene expedirá privativamente las patentes de sanidad, para establecer y abrir nuevas fábricas de vinos.
