De las actividades de Telecomunicaciones que utilicen sistemas de acceso troncalizado. Las concesiones para el desarrollo de actividades de telecomunicaciones que utilicen sistemas de acceso troncalizado para el establecimiento de redes privadas de telecomunicaciones, serán otorgadas mediante licencia, con el cumplimiento de los requisitos establecidos por este Decreto y demás normas que le sean aplicables. Para efectos de este Decreto, se denominarán licenciatarios a las personas jurídicas privadas o públicas, autorizadas para desarrollar actividades de telecomunicaciones en las condiciones que se determinan por el presente Decreto.
