Si en el nuevo Presupuesto para la vigencia de 1939, no se incluyere la partida de que trata el presente artículo, el Gobierno abrirá el crédito correspondiente al empezar a regir dicho Presupuesto.

Parágrafo

Las obras que han de realizarse de acuerdo con la presente ley estarán a cargo de una Junta compuesta así:

El Gobernador del Departamento o un representante suyo. El Presidente del Concejo Municipal, el Personero y el Alcalde Municipal de El Gigante.
