Créase una Junta Especial denominada "Junta Pro- Universidad de La Guajira", encargada de administrar los fondos que produzca la estampilla cuya creación se autoriza, con el fin de asegurar la destinación establecida.

Esta Junta estará integrada así:

a)

Por el Gobernador de La Guajira, quien será su Presidente;

b)

Por un delegado del Ministerio de Educación;

c)

Por el Rector de la Universidad de La Guajira;

d)

Por un representante del cuerpo docente de la Universidad de La Guajira;

e)

Por el Coordinador Seccional del Icetex;

f)

Por el Contralor Departamental de La Guajira.

Actuará como representante legal y ordenador del gasto, previa autorización de la Junta, el Gobernador del Departamento quien la preside.
