Con las partidas globales votadas en este Presupuesto para el sostenimiento de dependencias o servicio nacionales, no podrá pagarse ninguna clase de primas o bonificaciones sobre los sueldos básicos que fijan las leyes, o legalmente aprobados, que las leyes reconocen a los miembros y personal pertenecientes a las Fuerzas Militares y a las Fuerzas de Policía. La Contraloría General de la República hará cumplir estrictamente esta disposición.
