Por la Dirección del Material de Guerra, entidad en la cual reside el control del material existente en la República, se llevará con la mayor escrupulosidad y con la debida claridad, un libro de cuentas corrientes, el cual tiene por objeto hacer saber en cualquier momento el número y cantidad de elementos de guerra con que cuenta la Nación, y la manera como están distribuidos.
