Artículo octavo. Para poder comprar tabaco en rama, los corredores o intermediarios de los Departamentos de Bolívar y Magdalena, deberán proeverse de un carnet especial que expedirá El Instituto Nacional de Fomento Tabacalero y someterse al reglamento que para tal efecto establezca el mencionado Instituto.
