Autorizase al Gobierno Nacional para hipotecar bienes nacionales sin destino especial, o emitir bonos o contratar empréstitos con garantía de estos mismos bienes, hasta por la suma de dos millones de pesos ($ 2.000.000.) sin necesidad de ulterior aprobación del Congreso con destino exclusivo a la construcción y dotación de los Sanatorios y demás obras de que trata la presente ley. En la ley de Apropiaciones de cada vigencia, se incluirán las partidas necesarias para atender al servicio de empréstito.
