Los Gobernadores, Prefectos y Alcaldes quedan en la obligación de proceder de oficio, este es, sin necesidad de denuncia previo, contra los que violaren las disposiciones de esta Ley y cada año pasaran a las Juntas de Higiene oficiales la lista de las personas que en el radio de su jurisdicción ejercen las profesiones esta Ley reglamentada.
