Art. 4.° La inversion de este crédito podrá hacerse de dos maneras: o bien, hechos los gastos por la Junta, se solicitará su pago del Poder Ejecutivo nacional con los comprobantes correspondientes, por el Presidente de ella; o bien, se darán órdenes de pago con anticipacion sobre presupuestos aprobados por la Junta i suscritos por su Presidente.
