Autorízase al Gobierno para que a la mayor brevedad posible proceda a establecer en un lugar adecuado y de acuerdo con la Academia de Medicina y las Direcciones Nacionales de Lazaretos y de Higiene, un hospital fuera de los Leprosorios actuales, en el cual se aplicaran a un número limitado de enfermos los tratamientos nuevos que se recomienden como eficaces para curar la lepra.
