º . Para las mercancías embarcadas antes de la vigencia de este decreto y que puedan ser internadas a territorio nacional al amparo de Licencias Anuales, se aplicarán las resoluciones 17 de 1996 del Consejo Superior de Comercio Exterior y 006 de 1999 del Consejo Superior de Comercio Exterior. Igualmente, las modificaciones que se introduzcan a la lista establecida en el artículo 9º de este decreto, no serán aplicables a los embarques de bienes que se hubieren hecho con anterioridad a la vigencia de esas modificaciones.
