º Toda perdida, extravío, expoliación, despojo o avería de cualquier clase de envíos postales, será investigada de oficio o en virtud de reclamación de los interesados, con el fin de determinar la responsabilidad del servicio postal y la persona de los empleados o contratistas bajo cuyo cuidado se encontraren las piezas correspondientes.
