Art. 12. Los auxilios ó subvenciones decretados por la ley en cualquiera forma para obras públicas, que no sean de importancia nacional (con arreglo á lo definido en el artículo 2º de la ley 14 de 1887 ), son condicionales, y solo se harán efectivos cuando los Departamentos, después de sufragar los gastos de administración, no tengan sobrante que aplicar á la respectiva empresa subvencionada.
