Para darle cumplimiento a esta Ley, el Gobierno Nacional deberá invertir la cantidad de quinientos mil pesos ($ 500.000.00) anuales, hasta la terminación de la obra. Estas sumas deberán ser incluidas en el Presupuesto de la próxima vigencia y en las siguientes. El Gobierno queda facultado para abrir créditos y hacer traslaciones hasta el monto de la cantidad indicada, en caso de no hacerse la apropiación presupuestal.
