Art. 3.° La cesion que se hace a la Nacion del distrito ya citado, es con la condicion de que vuelva al dominio y haga parte integrante del Estado, luego que haya una poblacion de indios reducidos a la vida civil, en donde pueda tener asiento el Gobierno del Territorio.
