De las seis becas que corresponde proveer al Poder Ejecutivo cada año para el Instituto Nacional de Agricultura y Veterinaria, y de las seis para las Escuelas de Agricultura Tropical se adjudicarán de preferencia a jóvenes oriundos de las Intendencias o Comisarías, y que habiten en ellas, a razón de uno por cada Intendencia o Comisaría.
