Las presentes disposiciones generales rigen para los Establecimientos Públicos del orden nacional y para las Empresas Industriales y Comerciales del Estado cuando por norma legal éstas estén obligadas a presentar su presupuesto al Congreso Nacional.

Las Juntas o Consejos Directivos, Gerentes o Directores no podrán modificarlas y deberán sujetar el manejo presupuestal de la entidad a las normas previstas en el Decreto extraordinario 294 de 1973, en la presente Ley y las demás normas legales que las rijan.
