"Todas las Partes contratantes tendrán derecho en forma amigable, de llamar la atención del Comité Central sobre cualquier asunto que a su juicio convenga examinar. Con todo, está estipulado no podrá interpretarse en el sentido de extender las atribuciones del Comité.
