Durante el segundo debate, leído el informe de la comisión, se discutirá el proyecto en todas sus partes, pudiendo ser modificado sustancialmente o adicionado con artículos nuevos. Durante el tercer debate, no podrán proponerse modificaciones sustanciales ni artículos nuevos, salvo cuando el Consejo lo determine, con el voto favorable de las dos terceras partes de los miembros asistentes.
