Los períodos que se incluyan en la declaración de giro y compensación excepcional de que trata el presente decreto, para todos los efectos legales no podrán ser considerados como períodos en mora frente a la totalidad de los afiliados de la respectiva EPS y EOC, y toda queja que surja del incumplimiento del presente artículo, será objeto de investigación por parte de la Superintendencia Nacional de Salud.
