Artículo cuarto . En cumplimiento de lo establecido, la Zona Franca desarrollará actividades industriales y comerciales así: ACTIVIDADES COMERCIALES. Mediante las cuales promoverá y facilitará el comercio internacional de artículos producidos dentro o fuera del territorio nacional. ACTIVIDADES INDUSTRIALES. A través de las cuales promoverá y desarrollará el proceso de industrialización de bienes destinados fundamentalmente a los mercados externos.
