Las partidas necesarias para el cumplimiento de esta Ley se incluirán en el Presupuesto de las próximas vigencias, y para la reconstrucción de las universidades se incluirá la de doscientos cincuenta mil pesos ($ 250,000). Estos gastos se declaran de necesidad imprescindible. En defecto de la apropiación, el Gobierno abrirá los créditos administrativos correspondientes sin audiencia del Consejo de Estado.
