Quedan sujetos a la aprobación previa de la autoridad aeronáutica los convenios entre explotadores que impliquen acuerdos de colaboración, integración o explotación conjunta, conexión, consolidación o fusión de servicios, o que de cualquier manera tiendan a regularizar o limitar la competencia o el tráfico aéreo.
