Derogase igualmente el artículo 18 de la Ley 12 indicada, y en consecuencia, los gastos de alumbrado, medicinas, útiles de escritorio, desinfectantes, etc., para el local del Panóptico de Bogotá, se continuaran haciendo por cuenta de la Nación con imputación a la partida de material de las Penitenciarias, señalada en el Presupuesto de gastos.
